Achievements of the East African Community (EAC)
The East African Community (EAC) has achieved several milestones in promoting cooperation among its member states. These achievements include:
- Reduction of Cooperation Obstacles: Travel documents have become more accessible within each member state, making movement between countries easier.
- Improvement in Education and Public Services: People are allowed to seek and secure employment in any member state. Once employed, individuals must adhere to the laws and regulations of the host country.
- Establishment of the East African Business Council: This has facilitated private investors in starting and running businesses smoothly across the member states. For example, the Cooperative and Rural Development Bank (CRDB) of Tanzania has expanded into Burundi, and the Kenya Commercial Bank (KCB) has opened branches in Tanzania and other member states.
- Resolution of Transport and Communication Challenges: Most member states are now connected by road. Notable connections include Tanzania and Burundi via the Kigoma region, Tanzania and Kenya through multiple border points, and Tanzania and Rwanda via the Rusumo border. Additionally, plans for a crude oil pipeline from Uganda's Hoima to the Tanga port in Tanzania are underway.
- Strengthening Defence and Security: Collective efforts have been made to enhance the defence and security of the member states, with agreements to defend the region from external threats, including terrorism.
- Establishment of the East African Common Market (2010): This led to the adoption of common tariffs for goods produced within the member states.
Challenges Facing the East African Community
Despite its achievements, the EAC faces several challenges:
- Shortage of Capital for Industrial Development: The EAC's economies largely depend on agriculture, livestock, and minerals. These products are exported in raw form, fetching low prices, and the foreign currency earned is insufficient to support industrialization.
- Shortage of Experts and Heavy Machinery: There is a lack of experts and machinery required for refining and adding value to exported goods.
- Shortage of Funds for EAC Projects: Limited funding hampers the execution of various regional projects.
- Mistrust Among Member States: A case in point is the 2019 border closure between Rwanda and Uganda due to political tensions and accusations.
- Lack of a Common Currency: The introduction of a common currency, originally planned for 2012, has not been realized.
- Failure to Adopt a Political Federation: The political federation, as initially agreed, has not been established.
- Terrorist Threats and Attacks: The region has faced terrorist attacks, such as the Westgate and Garissa attacks in Kenya between 2013 and 2018.
- Persistent Poverty: Poverty reduction remains a challenge among the citizens of EAC member states.
- Affiliation with Multiple Regional Groupings: Member states are involved in multiple regional organizations, which sometimes creates conflicting priorities.
Strategies for Addressing the Challenges Facing the EAC
To overcome these challenges, the following strategies are proposed:
- Develop an Industrial Economy: Establishing an industrial economy will allow the production of goods needed within the member countries, as well as surplus goods for export. This approach would add value to raw materials, create employment opportunities, and reduce poverty.
- Promote Common Interests: The EAC leaders should focus on a unified position when negotiating with other regional groupings globally. This would help the EAC defend its interests more effectively.
- Ensure Stable Leadership: Strengthening political stability and the rule of law within the member states will help prevent internal conflicts, civil wars, and associated social problems.
- Improve Anti-Terrorist Systems: Modernizing anti-terrorism systems will enhance the region's ability to combat terrorism and ensure better security for the member states.
- Enhance Cultural Cooperation: Expanding cultural cooperation among the member states will help unify the diverse ethnic communities within the EAC and foster greater interactions between people across the region.
