Structure of the district government
The leadership structure in a district is divided into two: District Government and District Council. The district government represents the central government while the district council represents the local government.
The district government includes District Commissioner (DC), the District Administrative Secretary (DAS) and division officers. The district commissioner and district administrative secretary are usually appointed by the President.
District leadership structure
The District Government Leadership Structure is an organizational framework that separates responsibilities between the central government and local government at the district level. It has two main components: the District Government and the District Council.
District Government
The District Government represents the central government at the district level and comprises several key leaders who are appointed to ensure that national policies and directives are implemented locally.
The leadership at this level includes:
-
District Commissioner (DC): The highest political leader at the district level, appointed by the President. The DC is responsible for maintaining peace and security, overseeing local government activities, and representing the district in regional advisory committees. They also assess local government actions and ensure they align with national interests.
-
District Administrative Secretary (DAS): Appointed by the President, the DAS advises the DC, handles peace and security issues, prepares national celebrations, registers births and deaths, and coordinates disaster management. The DAS plays a key role in administration and the coordination of government activities at the district level.
-
Division Officers: They are responsible for carrying out central government duties and local government functions in their respective divisions. They monitor the performance of local government officials, provide assistance in implementing development projects, and advise on development plans for their divisions.
District Advisory Committee
The District Advisory Committee supports decision-making for district development. It is composed of key leaders, including the DC, the DAS, Members of Parliament, district council chairpersons, and political party leaders. They meet at least twice a year to discuss and make decisions on district development.
District Council
The District Council represents local governance and focuses on development planning within the district. It is responsible for planning and implementing projects at the ward, village, and mtaa (neighborhood) levels.
The council is composed of:
The Full Council: The highest leadership body, made up of elected councillors from each ward and special seat councillors. They meet regularly to formulate bylaws, approve budgets, and advise the District Executive Director on development issues. The chairperson leads the meetings and ensures that all councillors are treated fairly.
Standing Committees: The council has three permanent committees:
- Finance
- Administration
- Planning Economic Affairs, Works, and Environment
- Education, Health, and Water
Sections: The council also includes various sections (e.g., legal, election, ICT, public relations) that assist in carrying out specific functions related to governance.
Departments: There are 13 departments in the district council, each focused on specific areas like health, education, agriculture, and social welfare. The heads of these departments are experts in their fields and report to the District Executive Director.
Key Leadership Roles in the District Council
-
District Council Chairperson: The highest political leader in the district council. They preside over meetings, sign official documents, and ensure fairness and inclusiveness in decision-making.
-
District Executive Director: The chief executive officer of the district council, responsible for ensuring that council plans and policies are implemented. They serve as the secretary to the full council, manage council activities, and represent the council to the public.
Heads of Departments: These are specialized officers responsible for specific areas of development in the district, such as:
-
District Education Officer: Manages educational services from primary to adult education.
-
District Community Development Officer: Coordinates development projects and promotes community participation, including gender equality initiatives.

The District Council handles financial matters, lawmaking, development planning, and coordination of social services (such as healthcare, water, education, and infrastructure). It plays a crucial role in the governance and development of the district by ensuring that projects align with national goals and local needs.
