Leadership structure at ward level

The Ward Development Committee (WDC) is responsible for coordinating and overseeing all development activities in the ward. This includes ensuring the implementation of government policies and programs.

The WDC consists of various leaders:

1. Ward Councillor: The elected political leader who is the chairperson of meetings within the ward.
2. Special Seat Councillor: Elected by the political party, this councillor collaborates with the Ward Councillor on development issues.
3. Village/Mtaa Chairpersons: Leaders of smaller administrative units (village or neighborhood).
4. Ward Executive Officer (WEO): The government-appointed secretary to the WDC who coordinates development activities and serves as a representative of the district executive director at the ward level.

Structure of Ward Administration

Each of the ward leaders has specific responsibilities aimed at ensuring development and the well-being of citizens:

Ward Councillor:

1. Elected by citizens every 5 years.
2. Chairperson of meetings in the ward and the highest political leader in the ward.
3. Collaborates with the Ward Executive Officer to implement projects.
4. Advises the Member of Parliament on ward-specific development issues.

Special Seat Councillor:

1. Elected by a political party, not directly by citizens.
2. A member of the WDC and works alongside the elected councilor on various challenges.
3. A member of the municipal or district council.

Ward Executive Officer (WEO):

1. Coordinates development activities at the ward level.
2. Serves as the secretary to all ward meetings.
3. Maintains peace and security in the ward.
4. Implements government policies and ensures they are followed at the local level.

There are several key officers responsible for specific sectors within the ward, including:

Ward Education Officer:

1. Responsible for managing issues related to education, including primary, secondary, and adult education.
2. Links schools in the ward with the district's education department and implements governmental educational directives.

Ward Community Development Officer:

1. Coordinates and supervises development activities in the ward.
2. Advocates for community development by challenging traditional practices that hinder progress.
3. Works on issues like gender equality, balanced diets, and environmental conservation.

Ward Agricultural and Livestock Officer:

1. Known as the extension officer, responsible for ensuring proper agricultural practices are followed in the ward.
2. Provides advice and assistance to farmers to improve agricultural productivity.

Ward Natural Resource Officer:

1. Oversees the management of natural resources in the ward.
2. Works to prevent environmental degradation and vandalism by raising awareness among citizens about the importance of conservation.

Ward Health Officer:

1. Focuses on health-related issues, such as disease prevention, vaccination, and promoting good health practices.
2. Educates the community on maintaining cleanliness and hygiene to avoid health issues.

NGOs can also be invited to join the WDC to support development efforts in areas like healthcare, education, and environmental protection. These NGOs provide additional expertise and resources to complement government efforts.
