This section provides a brief discussion on three issues. The first is the role and responsibilities of citizens and CSOs in a democratic society. The second is the importance of playing one's role and fulfilling one's responsibilities in a democratic society; and the third is the effects of not playing one's role and fulfilling one's responsibilities in a democratic society.
In a democratic society, every citizen has to participate in development activities such as building hospitals, schools, and the infrastructure for supplying water. Meanwhile, the government incurs costs in purchasing building materials and obtaining technical skills. If community members take part in development projects, the costs that the government would have incurred such as labour charges are reduced. Citizens are also required to pay taxes so that the government can carry out its functions such as, preventing crimes, in cooperation with the police and other security organs, caring for the environment, and protecting public property. In this regard, individual citizens are obliged to obey laws and respect other people's rights. Every citizen is required to support the government in fighting against corruption, drug abuse, racial and gender discrimination, and vices like prostitution. Citizens maintain and promote peace and security by reporting potential and actual cases of insecurity. Citizens are also expected to participate in political activities like elections.

- They act as a bridge between donors and aid recipients (government institutions or citizens).
- They inquire into government performance and look at the behaviour of specific public officials to ensure that there is no power abuse in the country.
- They mobilise people in constituencies, especially the vulnerable and marginalised groups, to promote their participation in public affairs.
- They support policy formulation, implementation and evaluation using practical advice and advocacy.
- They enhance freedom of the press that promotes independent media, train journalists, and set standards for ethical journalism.

- Fighting against social misconduct.
- Protecting public property.
- Deficit in a state's budget.
- Mismanagement of public resources.
- Weakening peace and harmony.
- Poor environmental preservation, conservation, and protection.
