True development must consider:

1. Human rights
2. Appropriate traditions and customs
3. Protection of national unity

Sustainable development refers to transformation that meets the needs of the present without compromising the ability of future generations to meet their own needs.

Development occurs in various sectors, including:

Economic development

1. Focuses on transforming production through science and technology to simplify operations.
2. Key production areas include farms, factories, and mines.
3. Economic growth influences infrastructure and social services such as health, education, water, and electricity.

Social development

1. Strengthens social services, leading to better living conditions.
2. Contributes to political stability, enabling leaders and citizens to work towards national development.

Despite economic, political, cultural, and social challenges caused by the colonial system, Tanzania has made significant progress since gaining independence in 1961. The country's development is divided into three main phases:

1. The First Phase (1961–1966)
2. The Intermediate Phase (1967–1985)
3. The Current Phase (1986–Present)
