In addition, coal, gas, and water provide us with the energy we use in industries, offices, or homes. Forests are helpful in the formation of rain. The availability of water in an area facilitates the life of human beings and of other living things. The Constitution of the United Republic of Tanzania states that the protection of public resources is the responsibility of every Tanzanian.

The following are the ways of managing public resources:

  1. Providing education for protecting public resources: A community should be educated on the importance of natural resources and proper ways of protecting and managing them. For example, people living near national parks and game reserves should be educated on the importance of taking care of animals and forests. Moreover, citizens should be involved in setting strategies for promoting resource protection and should be given some of the dividends obtained from using the resources.

  2. Enacting laws for preserving public resources: The government of Tanzania has enacted various laws for protecting resources. The laws are aimed at managing and improving the quantity and quality of resources and at controlling their use for the benefit of the present and future generations. For example, the law relating to the protection of water resources of 2009 is aimed at ensuring that water, as an important resource, is used sustainably.

  3. Developing strategies for protecting public resources: It is important for citizens to know that public resources need to be protected. The existence of strategies that are well known to citizens influences the protection of those resources. The absence of such strategies results in the misuse of resources through the undertaking of illegal activities such as poaching, deforestation, and the starting of bushfires. Misuse of public resources may result in conflicts that threaten the peace and security of people and their nation.

  4. Promoting patriotism in managing public resources: Patriotism means love of one's country and willingness to defend it. Every person ought to be patriotic and protect our resources to ensure that public resources are used to realize national development. Misuse of public resources refers to government leaders and other community members behaving in a way that disregards the value of public property, leading to its misuse. An assessment is necessary to identify those who misuse such resources. Punishing them promotes good governance, which helps citizens achieve sustainable development. The following are acts that indicate misuse of public resources:

  1. Disregard of public resources: Public resources include all things owned by a community or society. Some government leaders misuse public resources such as cars or buildings for personal benefit.

  2. Bribery: People demand and give bribes to get services such as healthcare, employment, and tenders. For example, some government leaders accept bribes and help businesspersons evade taxes. This behavior leads to loss of government revenue, which affects the provision of social services to citizens.

  3. Fraud: Fraud occurs when public leaders or servants misuse funds set aside for development projects. For instance, they might set high prices on goods to siphon off money. Fraud leads to poor implementation of development projects and the presence of "ghost workers," allowing projects to be executed without considering their impact on people and the environment.

  4. Fraudulent treaties: Some government leaders sign contracts that are not beneficial to citizens or the nation. These include fraudulent contracts in areas like mineral resource exploration, forest resource exploration, land leases, and hunting blocks. Such contracts cause the government to lose revenue while benefiting only a few individuals.

  5. Abuse of power: Some government leaders or public servants use their positions for personal gain. For example, they may sell medicines that should be given to public hospitals to private pharmacies.

Ways of preventing misuse of public resources

Tanzania, blessed with rich natural resources such as land, rivers, dams, lakes, forests, mountains, minerals, and more, needs to protect these resources for the sustainable development of the nation. The following measures can help prevent the misuse of public resources:

  1. Providing Mass Education: Educating the public about the proper use of public resources is crucial. This can be done through the media and social networks to raise awareness and encourage people to value the country's resources.

  2. Following Laws, Rules, and Principles: It is important to adhere to laws and regulations related to the proper use of public resources. These laws provide guidance on how resources should be used and how those who misuse them can be punished.

  3. Reporting Misuse: Citizens should report any instances of misuse of public resources to the police or relevant authorities. Timely reporting can help prevent further misuse and ensure accountability.

  4. Formulating Sustainable Policies: Government policies should be designed to promote the sustainability of public resources. This includes setting long-term goals for resource management and enforcing regulations that prevent exploitation.

  5. Avoiding Environmental Destruction: Environmental protection is vital for safeguarding resources such as forests, minerals, national parks, and game reserves. Communities and industries should avoid activities that harm the environment and deplete resources.

  6. Fighting Corruption and Fraudulent Acts: Combating corruption, especially among civil servants and government leaders who manage public resources, is key. Transparency and accountability must be upheld to ensure that resources are used properly and for the benefit of all citizens.
