Public expenditure

Refers to the spending by the government. It is categorized into two groups.

  1. Recurrent expenditure. Refers to government expenditure on public consumption like in education, salaries, health etc.
  2. Development expenditure. Is the expenditure by government on development projects like roads, in communication etc.

Roles of government expenditure (Why should the government spend?)

Government expenditure is crucial for the functioning of an economy. The spending of government resources has several key roles:

  1. To regulate economic activities Government expenditure plays a vital role in regulating economic activities. By controlling how much is spent on different sectors (e.g., health, education, defense), the government influences the overall direction of the economy. For example, increasing government spending on infrastructure can boost economic activity, while reducing spending in certain areas can help cool down an overheated economy.
  2. Influencing the allocation of resources Government spending helps direct resources to where they are most needed. Through targeted expenditure, such as subsidies or investments in certain industries (e.g., renewable energy, technology), the government can shape the allocation of resources within the economy. This helps to ensure that essential sectors like education, healthcare, and infrastructure receive the necessary investment for development.
  3. To enable the government to maintain its enterprises and property Governments often own and operate key enterprises or properties (e.g., state-owned companies, public transportation, national parks). Government expenditure is essential to maintain and manage these assets, ensuring they remain functional and serve the public interest. For example, funds are allocated to maintain government-run hospitals, schools, and utilities.
  4. Provide essential goods and services to the public One of the primary roles of government expenditure is to provide goods and services that are essential for public welfare. This includes healthcare, education, defense, infrastructure (e.g., roads, bridges), and public safety (e.g., police, fire services). These services benefit all citizens, and in many cases, the government is the only entity capable of providing them.
  5. Stabilizing the economy Government spending plays a key role in stabilizing the economy. During times of economic downturn or recession, the government can increase its expenditure (through stimulus packages or infrastructure projects) to stimulate economic activity and create jobs. Conversely, during times of inflation, the government may reduce spending to cool the economy. These fiscal policies help maintain economic stability and growth.
  6. Motivating government employees (rewards, seminars, etc.) Government expenditure is also used to motivate and reward public sector employees. This includes paying salaries, offering bonuses, funding training seminars, and providing incentives for high performance. By investing in its workforce, the government can ensure a motivated and efficient public service sector.
  7. To balance national development Government spending helps to ensure balanced national development by directing resources to underdeveloped or marginalized regions. This ensures that all areas of the country receive attention and development, preventing regional disparities. For example, the government may allocate funds for rural electrification, education, and healthcare in less developed areas to support more equitable growth.
