A good budget should have the following features:

- Transparent — it captures all planned revenues and expenditure and the information is readily available to the public.
- Flexible — it includes some elements of flexibility in the allocation of resources because not all assumptions may be realized as forecasted.
- Participatory — it considers views and opinions from various stakeholders including the public sector, private sector, and civil society.
- Considers value for money — it focuses spending on projects and activities that benefit society and avoids overspending.
- Observes inter-generational equity — the burden of expenditure for recurrent services is not shifted to future generations. Long-term borrowing should be used for projects that benefit future generations, such as building schools and roads.
The budgetary control process involves several steps:
- Prepare the budget — estimate all expected revenues and expenditures for the period.
- Approve the budget — get authorization from the relevant authority (such as parliament for government budgets).
- Implement the budget — carry out planned activities according to the approved budget.
- Monitor and compare — regularly compare actual results with the budgeted figures.
- Analyze variances — identify any differences between actual and budgeted amounts.
- Take corrective action — adjust spending or revise plans if there are significant deviations.
A secondary school in Dodoma prepared the following budget for the academic year:

This is an example of how budgetary control helps an organization manage its finances effectively.
In Tanzania, every family implicitly uses budgeting when they plan their monthly income and decide how much to spend on food, school fees, transport, and savings. For example, a market vendor in Kariakoo who earns TZS 150,000 per week will plan how much to spend on restocking goods, transport costs, and household needs — this is similar to the budgeting process used by businesses and the government to control their finances.
